Bids always have a quality score as well, which usually has a lower weighing than price so it's not just about what one operator will charge. Obviously if the contract says a coach with seatbelts, not a bus without then that will have to continue but maybe if Selwyns' bid said all of our coaches are currently under x years old that could have got them quality points without necessarily being written in to the contract as a requirement.

Cheshire East/TSS faced some awkward questions from the D&G traffic manager over why they decided to allow Tomlinson Travel to run a revised 316 & 319 contract without re-tendering, when it was different to the 319 timetable which was originally awarded through a tendering process. He believed that D&G could offer a better price due to them having spare vehicles and drivers, through the axing of other services and the new arrangement not requiring a Saturday service, unlike the old one.

Just thinking Selwyns no longer provide the work contracts for Barclays (that they operated for a number of years) having lost them to Holmeswood/Walkers, they no longer seem to run rail replacement buses for Northern and they lost the 391/392 Cheshire East contract over reportedly using vehicles which didn't meet the seating specification set out in the contract. I wonder if the issue is actually at TfGM or whether it's an issue at Selwyns.

Selwyns gave notice on the 391/2 they did not lose it.

The only other way around it would be Belle Vue operating the services on behalf of Selwyns but then Selwyns would still be the ones responsible for running the services and TfGM wouldn't have direct contact with Belle Vue regarding those services.

It depends which way you look at it. I don’t think one operator can trade contracts with another operator. It was a case of hand them back to TFGM and face financial penalties or find another operator who would take them on at the tender prices agreed and more importantly save some jobs that would have gone otherwise.

They’ll probably be handing back the extension they took on from the knocked down factory next door to Sharston depot as a result of this. All seems rather bizarre to go do that then this happens.

If Selwyns dont want to work with TFGM that makes a big issue as RATP have been keen to get in on Manchester bus franchising and so if Selwyns can`t work or burn ties with TFGM RATP would have to find other route to break into Manchester if that time came.

Do Selwyns often use the vehicles used on the school contracts for other work directly contracted with schools - like running kids to the local swimming pool and school trips? If they do then presumably they'll have to give that up as well.

RATP have do nor want to operate any non franchised routes. (see recent selling on Yellow Buses in Bornemouth) If Franchising did come to Manchester, they could easily bid as Selwyn and source vehicles/depot space from there
