If times were changed slightly, it could interwork with the 329 (later the 360). The 329 is normally on time (except where Winwick Road causes issues), the interworking has 10 mins after the 38 incase of delays and 5 mins before, again incase of delays on the 329. combined, I think it could work. It saves increasing PVR.
