Surely the markets for the TfW Chester-Liverpool services are:
- Liverpool Airport/South Parkway to Cheshire & beyond
- Frodsham/Helsby to Liverpool
- Chester/Frodsham/Helsby to Runcorn
- Frodsham/Helsby to Chester (shared with the Manchester-Chester services)
- Maybe even Cheshire to the West Midlands with a change to the Liverpool-Birmingham service at Runcorn

The only real reason for doing Chester-Liverpool on TfW over Merseyrail is if you have mobility issues and are changing to a non-Merseyrail service at Lime Street e.g. Chester to Huyton.
