They will do it but every single part of it will revolve around WOB (of course), they don't care about any other operator. Very dodgy council when it comes to buses.

They might as well do. In 2018, of the 14 contracts which the council put out, 12 were awarded to WOB (those which weren't were the Lymm shopper minibus and an early trip on the X30) Everything else went to WOB.
