Although I'm not a mechanical engineer, I don't think that's quite the problem. In order to get particulate emissions down, it is important to ensure the most efficient combustion possible in the cylinder. This achieved through burning the fuel at higher temperatures, making the fuel/air mix injected slightly leaner than previously and mapping the ECU so the engine works 'harder'. There's no real difference in the turbos fitted as far as I'm aware, but the fact that exhaust & inlet pressures are higher than previously means the turbo is spinning faster (up to 20,000+ rpm) for longer periods which obviously wears them out.
