I don't think that's necessarily the case: don't the 17/17a/14a/2 all interwork now, or did I get that wrong?
That would mean that 1 vehicle could have been on one of those boards, with the other 2 on the 26(a).
(This is based on what I've heard others say: I've not been to Halton for a long time!)

The 14A and the 17/17A interwork, not too sure about the 2, thats the first i've heard of it. #20 is usually on the 2/2A board and I've only spotted that on a 17 once myself when its been on the 2/2A
