Who has the authority to stop him? Can the Police seize his vehicles if they are being used on a public bus service when he doesn't have a licence to operate one?

It's possible as that is how Darwen Coach Services finished although this was more of an insurance issue.

Surely they are now operating service veichles without insurance if there ops licence as been revoked as that should make there insurance nil void so in turn the police should beable to seize veichles on that grounds if thats correct?

I believe the issue with Darwen coach company was more to do with drivers not holding the correct entitlements on thier licences which made the insurance on the vehicle they were driving invalid.

Has an operator ever continued to run after thier ops licence has been revoked? Knowing the owner though he could be the first.

Just a thought, I'm probably miles out with this, but is it possible there may be another licence being used?

It is quite straightforward. He has appealed against the decision of the last Hearing and that decision is in abeyance pending the hearing of the appeal.

It is unfortunate that there never seems any urgency in setting a date for an appeal hearing so these matters can go on and on.

And you can guess if the decision doesnt go his way he will try to appeal that decision as well.

Never ending circle of events.

Its not doing the reputation of the Traffic Commissioner's any good is it .

Well, how many more levels can he go through? At some point he'll exhaust the appeals. But, when?

Didn't the West Midlands TC ban the reincarnated GHA Coaches from a date in a few weeks after the hearing (to allow the local council to re-award contracts) and state the decision couldn't be appealed? He seems the one TC who is able to make firm decisions that don't create a whole load of repercussions.

That is a possibility, but wouldn't the services would have to be registered on that licence ?
