Also to take into account, the 76 is a very easily delayed service, any delay on a 76 arriving into Oldham causes the 411 section to Derker to be late, with some hefty fines from TfGM.

Also, it may be a Ashton or Middelton route not Hyde road. so not same pool of drivers

The information in the notes of the tfgmc meeting states the 411 will run hourly between 06:30-19:00, no mention of it interworking with a school.

I've noticed over the last few months quite a few routes have started interworking with schools and non have been in the tfgm.meeting notes. Many of Stotts single deckers interwork with schools

It could be they include it as an option in the tendering process and then see what the bids that come in are like. Some bidders might not be interested in a school run, especially if it requires a larger vehicle than the normal service would require. Others may want to do the school service and wouldn't have enough vehicles/drivers available to do both if an additional vehicle + driver are needed for the school run.
